This implements the outgoing part of MSC4512 and is another stopgap towards https://github.com/element-hq/voip-internal/issues/641.

This adds the ability for proxying app services (#19972) to trigger federation requests under their own proxy prefix.

This depends on #19972 and cannot make progress before it lands.
